TBSの記事は記者の誘導尋問のような期日についてのテクニカルなQA部分を取り上げて
それに続いているヒル次官補のコメントを無視している。部分切り取り、イメージ操作
の典型的(悪質）事例；
QUESTION: If the disablement goes on with this momentum, then are you confident
that you can notify the Congress by the end of [inaudible]?
ASSISTANT SECRETARY HILL: The issue of being de-listed is not directly related
to disablement. It’s related to the statutory U.S. law concerning whether they
qualify for de-listing. And qualifying for de-listing has to do with the
country in question -- in this case, DPRK -- showing that they are not a
sponsor of terrorism, that they have signed up to UN covenants in this regard.
So it is -- To be de-listed is not a matter of disabling nuclear programs.
It’s a matter of fulfilling the requirements of the U.S. law.

ヒル国務次官補の記者会見記録は、殆ど全てのものが全文テキストで国務省の
ファイルに収められている。ヒル国務次官補は交渉に長けた一筋縄ではゆかな
い外交官であるようで、北朝鮮との対立(=決裂や摩擦)をさけるために、シュガ
ーコーテッドの曖昧な言辞を意図的に弄しているような。
しかし彼も保守派などからの糾弾を避けないと困るので、そういうシュガーコー
テッド・メッセージのあとに言い訳というか原則論というかアリバイというか、
基本を曲げていないと主張できる言辞を入れている。こういうものを部分切り取
りすれば無茶苦茶なメッセージになってしまう。
